I am logged in with admin rights and unable to edit the captcha on login or change the value. When logging in with local admin, go into a captcha loop. I see this error in the log.
Failed to read entry from cache 'com.atlassian.confluence.cache.jcaptcha.ConfluenceCachingCaptchaStore': Failed due to UNCLASSIFIED_FAILURE

Just to get a clearer understanding you cant even login you are stuck at the login?
Are you the only admin in your confluence ? Is there someone that can access user management so he would reset your captcha?
Have you changed your domain or email for this user?

I can login with my domain account which has admin rights. I can't login with my local admin as it goes into a captcha loop. I did manage to login with the local admin account a week ago. Password is good. Yes, my domain account should have access to reset captcha. However, when I try to disable captcha or change the numeric value, I click save and it goes back to default.
No, have not changed domain or email for this user or any user.

When you access user management and find his admin user you will see that he has to many failed captcha and you can reset it. Or did you do this already?
Captcha cant be disabled on user and it cant be disabled trough UI.
If you want to disable it on instance level you need to do it trough database.

I do see failed captcha but no option to reset. I try to disable captcha globally but no change. Nor can I change the value for captcha. I click edit, change the setting and it saves but reverts to default. Nothing in log. No activity at all.
I'd prefer to have the UI work or login work or software work before going through the back door with the DB change.

Have you tried restarting your PC/Laptop then try accessing confluence in incognito mode and different browser.

I sure did. Different PCs (multiple) worked a week ago. Incognito, clear browser and all suggested fixes on the Atlassian site.

Is there documentation for Confluence? This issue is with Confluence and not JIRA.
