Where is the insert > files menu?

I'm attempting to insert a file into a page.  I am attempting to follow https://confluence.atlassian.com/confcloud/display-files-and-images-724765104.html however, my 'Insert' menu does not have the option 'Files'.  Does anyone know how I fix this?

If you are using the new editing experience (Fabric Editor) you can either click the button Files & images (1) in the toolbar or you can start typing /file and select Files & images (2).

Strange you're not seeing the insert files option. When I test in my editor, I actually see a Files and images option:

Do you see this option? If not, can you provide a screenshot of your menu?
