Where do I enable HTML macro?

I don't see a "System" when I click the cogwheel. I have looked at the site administrator settings and the space settings. I am trying to follow these instructions

If you click on "Manage Apps" from the cogwheel (as admin), then on the next page there is a selection box reading "User Installed". One option there is "System".

Thank you. I see system but I don't see anywhere to enable anything. When I find on page "HTML" I only have the one result below called Atlassian XHTMLScreen Shot 2018-08-15 at 1.43.19 PM.pngScreen Shot 2018-08-15 at 1.43.29 PM.png

I'm talking about the Server version of Confluence. On our system there is an entry for "Confluence HTML Macros".

Here is a snapshot just to make sure that we are talking about the same thing:snapshot.png

I assume that the plugin is version independent. But maybe the version of Confluence matters. May I ask you which version of Confluence you use?
