What is the scope of a variable added to a template? How can its value be accessed and/ referenced?

I have added a variable to a template, published the template, created a page from the template, and have given a value to the variable.  I would now like to reference this variable value from another page.

The variable can be referenced again within the same template but not on other pages.

There's a feature request below for global variables:
