Our team creates most of our Confluence content in English but would like to be able to display in French for our employees in Quebec, Canada.

💡 I just wanted to complement your list, as we at K15t also offer Translations for Scroll Documents, an app for translations that is available not only for Confluence Datacenter but also on Cloud. That might be a better fit for some. :)
The app is essentially the newer generation and works very closely and perfectly with our content management solution Scroll Documents for Confluence.

All the apps mentioned are a good choice that have a "Language selector" to quickly switch between languages. Here, the difference is in the way they work and your objectives.
My team, bitvoodoo, is behind Translations for Confluence, which focuses on giving you a framework to upload your translations without risking sharing sensitive information with third-party apps like DeepL.
If your use case allows it, you could benefit from automatic translations like that offered by the other vendors listed and automatically generate translations.
Also, please note that some of the linked apps are connected to On-Premise only, whereas your information mentions Confluence Cloud.
