What does the 250 GB Jira Cloud storage limit apply to?

Hi, 

Can you confirm what the 250gb storage limit applies to? I.e would this limit include things like the total number of issues raised, or would it only apply to attachments, screenshots and the like?

The storage is mostly the attachments, the number of issues etc likely are only a few GB at most.
