We pay for Jira. Is the Confluence license included?

I see Confluence is an option to use in Jira.  If I add this to users, will I be charged an additional license fee on top of the Jira license fee?

Yes you will. The cost associated with Confluence and any additional add on/product is based off of your user count. You can see the pricing listed here.
