Is it possible to use the same URL for Confluence and Jira in the cloud. If yes, how does the user navigate to Confluence or Jira?

when using the Cloud you have one address: <company>.atlassian.net
Your users can easily navigate between apps via the Pattern left of the Software name:
if you only use <company>.atlassian.net it will automatically open jira, if you have both, i think.

You could use multiple organisations, one for each product. But that is probably no the recommended way. So for example examplejira.atlassian.net and exampleconfluence.atlassian.net.
Administrating is easier if done in one organisation. That way you only need to administer your domains, users and groups in one place and not multiple.
