My instance syncs with 2 Microsoft Active Directory (Read Only, with Local Groups) It is common for users to be testable in both of them but remain unsynced even when a sync was just performed. What could cause this? Thank you.
Please update synchronization interval then click on test settings and finally save updated settings then do manual synchronization.
We had similar issues with the confluence server before.
One workaround that you can try is to update the the user's profile in Confluence. Go to the user's profile in confluence and update the "about me" section with "hello".
This triggers the account to sync. user group and license information.
If you still have issues, you may want to contact Atlassian Support.

Thank you. This user does not have an account yet, but in my experience if I create a internal account it stays internal and never syncs with AD even if the username match.
