Is there a way to create a popup window at login with a user agreement? Once they click agree it will not popup again unless we modify the agreement. Please note we use single sign on for Jira and Confluence.

There's no way to do this natively in Confluence, but I found a similar Community question here: Pop up screen before login to Jira /Confluence. The answers there provide some good suggestions including 3rd-party plugins and login page customizations.
