Use of conditional logic in project automation emails

I'm trying to use conditional logic in an email automation task. No matter what variation I try, I cannot get the #if statement to evaluate to true. I have tried several:

{{#if( true)}} is true {{/}}
{{#if( equals(5, 5 ))}} is true {{/}}
{{if( equals(5, 5 ), "is true")}}

 I have also tried this on several conditions from the JSON I am using that I know evaluate to true, but since none of those worked, I tried reducing to the simplified versions above. No errors are thrown when I run the rule, it just always seems to evaluate to false. 

Is there something I'm missing here?
