No, templates (and blueprints) follow the dictionary definition of the word. They are templates, not structural artefacts. Once you use a template, the page(s) created from it are independent of it.
Friend of mine recently likened it to baking a cake - your recipe is a template. One day, you decide to add a bit more chocolate to your recipe. That doesn't mean every single cake you've ever baked automatically has more chocolate in it.
You can sort of do this with ConfiForms. The ConfiForms add-on gives you the ability to create pages from a form input. You can then also re-update the page when the form input is edited. This gives you that kind of functionality where you can change the way the pages are created. You would then have to open each form entry and re-save and the corresponding page would get the updated template deployed.
