Training Paths - training page per user

I have created a training path for two types of users. The main page contains instructions, and a macro that is supposed to allow users to spin up their own page to complete the training, which is a copy of the template created for the respective path. I do not want to give general users the ability to create content in the space, but the macro doesn't seem to work otherwise. How do I give users the permission to create what would turn into a personal subpage without granting permission to create content in the entire space?

@Derek Felderhoff - try locking down the entire page tree so only privileged users/groups can edit.

On the page where users are creating template pages, set a page restriction to allow those users (or whatever group that makes sense) to do this.
