Is there any current, recommended migration tool to move content from Socialtext to Confluence? If this has been already answered, please point me to right location. Thanks

You could use UWC with an older version of Confluence, and then upgrade to a modern version of Confluence post migration. https://migrations.atlassian.net/wiki/spaces/UWC/pages/1015852/UWC+Socialtext+Notes

When you say an 'older version' is there a specific version of Confluence that UWC works?

I believe v4.last was how far back you needed to go. Don't quote me on that though, fuzzy memory.
