I've created a Table of Contents (TOC) in other Confluence documents.
Today, I created a document from scratch. I have a few sections that have headings using Heading-2 selected from the editor at the top.
I Published, then went back into Edit mode.
I've tried to find the TOC macro by typing a slash, and it shows the Table, but not Table of Contents macro. It shows several others in the list of available macros, but no TOC, no Table Of Contents that I can even choose. It's just not in the list of macros.
NOTE: I am on a evaluation copy of Confluence. We have not purchased it yet.

Are you trying to add the table of contents macro just on the page or inside of another macro? You should just be able to type /Table of Content to see it that way. You might also search for it in the macro in the editor buttons on the top of the page. Are you able to see it there?

For those who might want to know: My easy way to clear my cache:
* Press <F12>
* In the upper-left corner of the browser, hover over the Reload button, and then Right-Click, and select: 'Empty Cache and Hard Reload'
