Table of Content not generating when exporting to PDF and Word

I have a table of contents in my Confluence page (which was created by hitting the + button and searching for table of contents, so I don't think this is a 3rd party marketplace feature).

When I export my page to PDF (by hitting the ... elipsis and export to PDF), the table of contents goes missing. I.e., it is not there in the PDF file. 

Same problem for exporting to Word. 

I came across this article but it's relating to a 3rd party PDF exporter, so I don't think it's relevant to my question.

Welcome to the community, @Bradley Kirby. This is mentioned in several places in fact. It's not a supported feature in the bulit-in PDF exporter at this time.  

There are two enhancement requests that you may want to add your voice to: CONFCLOUD-77166 CONFCLOUD-67820 

Meanwhile, you may want to have a look at one of those Atlassian Marketplace apps that can handle this.

Thanks for the quick reply Dave. For those two enhancement requests you linked to, the Word one suggests that the PDF Table of Contents works, and that for the Word ToC, the links don't work. 

In my case, the ToC just isn't even being sent to either Word or PDF. 

I note that the apps in the Marketplace are all paid for. What has the world come to when you have to pay additionally for an app just to export a table of contents.
