I’m curious to know if anyone knows a way to create a static navigation bar/menu that stays with you while scrolling no matter how long a confluence page can be that is able to be personally modified.
I’d love to be able to quickly navigate to certain headers topics I assign that can keep it with you at all times unlike a header, footer, or table of contents that stays in the same location while scrolling. I need something that is preferably in house and not a plugin so I can access it sooner rather than later since I want to avoid admin approval if possible.
I am open to plugins that allow a user to customize their own space but would rather it be something already implemented in confluence.
I’ve tried tables but they only scroll so far, I’ve tried anchors but those don’t stay with you when scrolling like headers, footers and the table of contents.
Any suggestions would be highly appreciated.

That is a very interesting idea, I would love a feature like that, too. But I don't think this is possible (at the moment) via default macros or third-party ones.
For navigation macros, the selection is currently small, and third-party apps are limited in the things they can do and work with in the Cloud. For example, the simple nesting of macros is also possible atm, nor HTML macros.
Perhaps it could be possible with browser extensions that could bookmark headings. Other possibilities (in my belief) could be to use a different workflow, like databases or Tabs, to simplify navigating content. Here, allow me to suggest our app Navitabs, which aims to simplify content management. But perhaps others in the marketplace could help, like Navigation Menus, which could add easy-to-access links.
