I tested creating a new page and adding a link. I get the option to change the style once, but no matter which option I choose, it doesn't change, and once I've chosen something, it won't show me that style bar again.

@anewsam I see this when my link is to an anchor on the same page. Perhaps you cannot display such a link using any of the other formats—though I cannot find anything that says this.

Do you at least see this simple line when left-clicking the hyperlinked text?
The link above points to a random site on the internet, outside of Confluence, hence, no smart link.
When used with Confluence content, the smartlink works for me without a glitch when I click the linked text and always shows the style options.
Tip: If you use Inline mode ( Display text field is empty), the text in the inline box will update every time you change the linked page title.
To ensure it always makes sense, always introduce your links with smth like

I am new to Confluence, so I'm sure I'm just missing an important step. The link is to a Confluence page. The previous links were added by someone else, and they all work. Mine, the one circled in red, won't change to look like the highlighted one.
I can only see the smart link options on first opening an edit, but selecting "inline" does not change how it looks other than to replace the display text with the url, and I can longer access the smart link menu, but just get the following:
