we have about 1600 external reporters in our Jira ServiceDesk system, and sometimes we would like to send an email to most of them, but not all of them.
Is there, besides exporting their email addresses and filtering manually, a solution that provides us an option to send email to them based on certain values in the CMDB. Reporters that are linked to a specific server in the CMDB or a tag in tickets that specific users have created.

Hello!
Automations in jira have a "send mail" action that can be triggered based on criteria defined by you.
For example, this automation would send a mail to all reporters of requests which are in status "Waiting for customer" once it is triggered manually (many other triggers exist if needed).
So if the server you speak of is in a ticket field, for example, the above filter (in the "JQL" part) can be adjusted accordingly. Same for labels on tickets.
First and foremost, this seems to be JSM asset automation question instead of Confluence. You might want to update the tags to ensure that experts of the product in our community would be able to answer you.
As suggested by Michael, you could create an automation based on specific trigger, and that include schedule as well. For example, send e-mail to all reporters every week.
In regards to your question, you could leverage Jira smart values feature which is available for assets as well. Please refer to the documentation below:
