Rename "3 dots Button"

Hello everybody,

I want to force users to create new pages only from templates.
After hiding the "Create" button:

(#quick-create-page-button {
display:none !important;})

, now I want to rename the "three dots button" - in "Create new page".
Can someone help me with this?
