Remove the ability to see comments to anonymous

The 'anonymous' access gives a panel of rights given to anonymous access, good.

The major (I think) usage of 'comments' is to give an internal information (e.g. find errors, ask the author,...).

=>The anonymous acces should have a "read comments" check box to allow or not anonymous access to READ comments! Because currently anonymous can see all our internal comments! And I really don't want this!

The 'comment' function is for me incompatible with the 'anonymous access' function as is; I have to remove the 'comment' right to all my users, only because it's too dangerous to let people enter comment that can be seen by the customer
