Is there a read only version of Confluence that you can give to people as a license. And is it cheaper?
There is a Free Confluence (for up to 10 users) but it doesn't have an option to create publicly accessible spaces. It is possible only using an app called Scroll Viewport which creates a static HTML read-only site from your Confluence content outside of Confluence.
Other than that, you can use any version of Confluence and set permission to any space to allow anonymous (public) access. Just beware that the moment you save (publish/update) a page, it will be visible to whoever is on the internet.
Whoever views your Viewport site or an Anonymous Confluence space can do so without a seat on Confluence.

It will be depending if you want to restrict the READ only to specific users (login still required) or publicly accessible (anonymous access).
If you are looking to set up READ ONLY access to specific users, then you can grant the users with Guest access as documented below:

Please take note that Guests are free of charge (up to 5 guests per paid user).
