I've read through Restrictions, and I believe that I understand the process. However, I'm having a bit of an issue.
The main site page is restricted viewing to a group.
I have a sub page that inherited that restrictions (that's fine), but, I wish to add a user/group to edit the page. I have added them in the Restrictions option. However, the user does not see the option to edit the page.
I've published the page as well. Is there something that I am missing?

As long as users can view the parent page and they have the "page = add" space permissions, they should be able to edit the children pages while inheriting restrictions.
The view only will keep at the parent page. If you want to continue "view only" in the children pages, you would have to add editing restrictions to each child.
I do hope for a new restrictions option in the future where it is a true "read only" which will carry down though the children pages.

I don't know where "page = add" is at. I am the admin for a site, but I don't have access to any server side settings or even global account settings.

No problem; learning Confluence just takes time :)
Go to your space, bottom left click space tools, then permissions. Verify the desired people or groups have "Page = Add" permissions. Page = Add also allows editing of pages.
Until this ability is granted, they will only be able to view your content.
