REST access to Confluence Whitelist?

Is there a RESTful way to access the whitelist feature in Confluence Server (not Cloud)? We have an authorization workflow in our helpdesk system and I'd like to post the approved URL to the Whitelist rather than grant another set of administrators access to Confluence to update it.

I can also see in our development instance there is a WHITELIST_RULES table in the database with three, very simple values. I can insert it here, but there seems to be some cacheing in the middle tier and the changes seem to take some time show up in the Whitelist screen. Once there, they work, but the timing is unpredectable. 

Any help would be appreciated!

We have a similar need with our automation, how did you end-up automating this task ?
We are about to use the REST API : {confluence_url}/rest/whitelist/latest/ with POST / DELETE
