When copying a Link to a section of text on a confluence page WHILE IN edit Mode, and then going to another Confluence page/space and inserting that link on the page- Is it expected behavior that anyone accessing the link on the page will enter into the destination page in EDIT MODE also? Will Confluence Security User/Group permissions apply? if a user does not have EDIT rights on the destination Page/Space will it only display in View mode?
We are trying to determine if this is expected behavior because it is not desirable for our application of Confluence as a document repository in our agency.

I have always used the method of inserting an anchor at the heading and then creating a link to the heading, as opposed to using the link to heading feature. This allows me to change the text of the heading without affecting what the link to the heading is.
We are leaning toward the practice of using the Anchors also rather than the Heading automated links, for this reason. Thank you for the additional information the link you provided does sum up the problem we are encountering, and it appears someone has reported a Bug to Atlassian already for this.

There will be no redirection to the drafted page as that is not published yet. Once it is published you can restrict the publish. Quickstep for peace of mind is to have the draft link opened in an incognito window or a restricted users profile :)

don't assume the page is NOT published. In our experience, if a user is working on a an already Published page and is in Edit mode on that page and Copies a link from one of the Heading for example (to link to that section of Text on the Page), and then the user goes into a Different Page/Space and Pastes that LINK onto another page, the LINK functions by bringing any user that clicks it into the Destination page IN EDIT MODE automatically. Simply because the Link was COPIED while in EDIT mode on the Page? is this expected behavior? and if a user clicks that link that DOES NOT have Edit permissions on the destination page, will it ONLY preset in VIEW mode?

is this where the Best practice may be to use ANCHORS between spaces/pages to the Section of Text rather that the automated link generated by Headings?
if it is not desirable for anyone that clicks the link to be thrown into EDIT MODE on the page it navigates them to?
Or can we trust the PERMISSIONS applied for the users clicking the link?
