What are sites such as this using to publish Confluence spaces?
https://confluence.appstate.edu/display/ATKB/Create+a+Page+in+Confluence
Atlassian also appears to be using the same layout/theme in their published docs
https://support.atlassian.com/confluence-cloud/docs/set-up-public-access/
Making spaces anonymously available defaults with the url resolving to the /wiki/ subdirectory which resembles the editing/user environment, has the "create" button and other menus available, etc - which is not a desirable interface for published documents.

Hello @Derrick ,
From our side (Appfire), we use the combination of Comala Document Management and Comala Publishing where we have an internal approval process in a draft working space (internal), and when documents are approved by the specific team members, they automatically get synced to the public viewing space that you can see if you access the documentation for our plugins mentioned above.
This public space has anonymous access open and is restricted from editing, all the work gets done in our internal draft space.
Feel free to reach out if you want to find out more.
Best Regards,
Nino

Hi @Derrick and welcome.
At the bottom of the appstate.edu page, you can see: Atlassian Confluence 8.5.12 (conf0: 6937160c)
They are running on Confluence Server or, more likely, Data Center.
