Publish permanently without notifying watchers

is there a way  use the publish button without notifying the watchers ?

In the newer editing experience for Confluence Cloud, this can be done using the additional options next to the Publish button. See this answer for screenshots: https://community.atlassian.com/t5/Confluence-questions/Can-t-find-notify-watchers-checkbox/qaq-p/1109840

Older/Server editions had a checkbox on the bottom that could be unchecked to avoid notifying the watchers, but that functionality has moved as the application gets updated.
