I would expect by now that Confluence can produce a list of all restricted pages and which space they are associated with. This way when we copy permissions from one person to another we can make sure we take these pages into consideration. Please advise if this is possible. Thank you

As per the answer on this post, as of February it does not appear that there is a single API call that will simply retrieve all pages across the instance that have any sort of restriction on them.
From within the UI you can go to Space Settings > Manage Pages > Restricted, to see a list of all restricted pages for that space.

That page provides a method to get the list based on being able to run a query directly against the Confluence database. With Confluence Cloud the database is not directly accessible.
You would have to open a support case with Atlassian Support to ask them to execute the queries for you.
