Are there better solutions to controlling the format of this area for signature?

Your idea of the table is already good. Another workaround I could see here, would be to insert first the macro "section", inside of it, insert the macro "column" and then inside of it, insert the macro "panel".
With the settings of the macro column you'll be able to choose the width of the panel, and you can also insert another macro column under the first one.
With the panel, you'll be able to insert a title, and you'll have have two clean rectangles
