Permissions to edit, but not create

Is there a way in Confluence Cloud to enable permissions to edit existing pages (i.e. pencil icon), but NOT the ability to create new pages in a Space.

 The only way I see to enable page editing is via Space > "Permissions" > "Groups" "confluence-users" > "Pages" > "Add"

But then, as mentioned, users can then add pages anywhere in the Space that they like.

Not natively - you can vote for it on suggestions such as CONFCLOUD-51547 

I haven't seen anything in the marketplace for this personally - I think your best option would be to consider an approval-based app and see if it can manage page creation. That way, you could control who can approve a new page to be visible to all users, thus avoiding random pages appearing in your space.

Options you could explore for approvals could be Scroll Documents for Confluence or Comala Document Control - or try to find something more specific to your use case on the Marketplace :)
