Page Properties Report Sort by @person Not Sorting Properly

Goal: Use the "Sort By" setting in Page Properties Report to create an index of pages (using Page Properties Macro) sorted alphabetically by the column "Leader" that is populated with @mentions

Details:

My Page Properties Report used columns from the Page Properties Macros. Columns from the macro pages include: Title, Date, Status, Leader.  In the Leader column, the data is populated with @User. Each of the other columns sorts logically when it is added to the "Sort by" property in the report but the column with @mentions does not sort in a logical way (expecting alphabetical). When I reverse sort, it gives another sort so it is certainly doing SOMETHING but it is unclear what. 

Question: How do I sort my data by a column with @mentions as the input?

Most likely the sort is by "accountId", an Atlassian identifier.  Unfortunately that sort is completely different from sorting on the name.
