PTC buttons intermittently greyed out

We have some PTC Buttons created when we were using Confluence On-Prem.  Since moving to the cloud these intermittently become grey and unusable.

If we edit the page and resave the button config they work again until it happens again in a week or so.

When they become grey they are so for all users so unlikely to be a user permission error.  

They create pages in their own sub tree so the permission there should be okay and no changes to permissions is made when we resave to correct so unlikely page permissions either.

The pages, once created, do have additionally text data added but that's the only changes made that I'm aware of.  No one makes any changes to the button or page tree templates.
