Open word or excel files with local office-version

is there a way to open word or excel files or links with the local office version instead of always opening them in the cloud?

You should download files locally and then open with your local office. Btw, even if it is no more mainteined, you could try to use Companion App https://community.atlassian.com/t5/Confluence-articles/The-Companion-app-on-Confluence-Cloud/ba-p/1272354
