We are seeking a solution that allows notifications to be triggered to Process Owners at the page level (separate processes and procedures)
Is there any workaround that we can look for the page level notification based on the agreed review cycle?
We tried Content archive but that is at space level
@Satty You are not totally right about the Better Content Archiving app. It can absolutely solve this use case!
The feature called page owners allows you to choose the owner for each page separately (or for a whole page tree):
And, then you can check the "Notify owners" checkbox at the archiving configuration applied to the space:

If we have Content archiving add-on should it be available? Currently when i click on "space tools", i see an option of content archiving and when I click on "Archiving Configuration"

You can have two types of configurations:

Have you looked into Automations and Page Statuses? No need for an expensive add-on. Have a look here:

IF I understand your workflow correctly, you have a page level review cycle, and you need to notify someone when a review cycle is completed.
In principle this can be implemented with Confluence Automations. Sometimes you would also need an addon, like our Document Control for Confluence Cloud. This addon allows you to trigger e.g. a notification email after someone reviewed and signed a page and uses Confluence Automations.
