We created a publicly linked page to send to our customers. In the page, we used a Note Panel macro to insert some highlighted text. We also turned the icon off in the note panel. Our customers reported that the area where the note panel was used was not appearing. Instead there was a message saying to Open in Confluence to see this content.
When we changed the note panel to an info panel with the icon included, it appeared on the publicly linked page. We didn't change the content at all.
We're trying to understand what the issue is so that we don't reproduce it in future pages. What caused that section to be inaccessible? Was it the type of info/note/warning panel we used? Is this a software bug?

I think that turning off the icon changes the macro from an Info Panel to a Custom Panel, which causes it to be hidden.
That explanation makes sense to me, since, other than the type of note, that was the only other change we made. Thanks for responding @Barbara Szczesniak!

As I remember, in a release note for the Public Pages Atlassian said that embedded macro will not be rendered.
I believe, that this is an issue.

Thanks for responding! However, the article you linked explicitly states that macros that won't be hidden are Info, Tip, Note, and Warning panels.

In this case, I would try to mimic panels with an appropriate icon + background color with basic formatting.
