I have used Confluence before and made the look and feel of the pages more alive with Header Images.
I now am on a Cloud based Atlassian Confluence and when I click on Edit (or Create) and type the title in, there are no options to add a Header Image whatsoever.
The Confluence support page suggests "hovering over the title when in Edit mode". I get nothing :(
What am I missing?
I have full admin permissions set ON.

And now, that is correct: those buttons don't appear.
Any idea why?

This is what I have. What also is different on here is the Number Heading options (next to Paragraph, upper left). I would like to get rid of it but am not sure how. But that would be for another time :)

To ensure you are using the cloud version, can you share your URL?
Cloud URL should end in atlassian.net.
Based on your last screenshot, it doesn't seem to be confluence cloud. There are some things listed there that don't show in confluence cloud.

Well, that explains everything.
I tried converting to cloud editor but I don't have the same options to pick from as https://support.atlassian.com/confluence-cloud/docs/convert-pages-to-the-new-editor/ shows.
To start, it is not Space Settings, I have Space Tools.
And I don't see Manage space, this is what I have instead

Thanks for the update. Since you are using a data center, you don't have the header option for every page. That's just for cloud.
You do have the option to change the header but for all pages. That's under Space tools -> look and feel -> Sidebar, header and footer.
Try a third-party app for DC.
