I want to set up Confluence and utilize its features such as creating templates and macros to generate technical documentation for a Flutter-based SaaS app that runs on multiple platforms.
Is it possible to "Include Code Macro" for establishing two-way links to code snippets in GitHub?

I don't know exactly if the built-in macro is capable of working with GitHub, but I think it isn't.
Luckily there are several apps that provide that functionality, some of which have 500-1000 installations, suggesting that they are of high quality:

Code macro is not functional to that integration. Please take a look to the following app https://marketplace.atlassian.com/apps/1216106/github-links-for-confluence?tab=overview&hosting=cloud , it provides a specific macro for that.
