There is a request open for a mobile app that works with Confluence server: iOS mobile App for Confluence Server and Data Center If it gets enough customer attention it may be implemented. Please vote for it and comment to add emphasis.
In the meantime, per Confluence Mobile, "You can access Confluence Server on any device using a browser. Confluence will detect your device's size and switch to the mobile web version when necessary."

Here at Yale, we'd be very interested in having a mobile app for both iOS & Android. Not cloud-based, though.
