This is advice on your website that I tried and it doesn't work:
To link to an Anchor macro on another page:
Copy the URL of the page whose anchor you want to link.
Make note of the name of the anchor to which you want to link. The name is displayed on the anchor when editing the page.
Go to the page where you want to add the link and edit the page.
Highlight the text to be used as the link.
Select the link tool .
Paste the URL to the copied page in the link field followed by a # symbol and the anchor name.
Example
page name = Project notes
Anchor name = notes from today
Link = sitename.domain/wiki/Project+notes#notes-from-today
MY STEPS:
I created anchor on Page 1 and copied URL of this page
Went to Page 2 and typed link text, highlighted it, used Link tool and pasted URL#Anchor
Published Page 2
Tested the link, which returns me to Page 1 but AT THE TOP OF THE PAGE!
So, what am I doing wrong?
@Janet Shuey My approach to these links is slightly different, but seems to work to open the page to the location of the link.
As I said, this works for me. If it also works for you, please let us know. Maybe we can post it as a workaround on the ticket @Andy Gladstone mentioned.
I did as you suggested. On your step #5 I used the Recently Viewed list to select the page to link to.
Then in the field with the URL I typed the # and PASTED the name of the anchor.
It still didn't work. Am I missing something?

@Janet Shuey The instructions you linked to and Andy's Jira link are both for Cloud, but your Insert Link box looks like you're not using the Cloud version.
Are you on Server or Data Center? You might start with this page: https://confluence.atlassian.com/doc/anchors-139442.html
This is for version 8.7, so you might need to select a different version at the top of the page.

I use Cloud, so I do not know how you check this. If you know who your Site Admin is, they can tell you.

@Janet Shuey you are experiencing behavior that is a known issue and big in Confluence Cloud. It was reported on https://jira.atlassian.com/browse/CONFCLOUD-67771 and continues to be an issue today. I have not been able to find a workaround for this to date.
