Is it possible to add a sidebar navigation for setting up a design system in Confluence like this example: https://atlassian.design/components ?

Hi Stephen, welcome to the community.

No there is no way to do that OOTB and I'm unfamiliar with any add-ons that would allow you to accomplish this. You could certainly add pages and have them appear in the left side bar and those pages could contain whatever contacts you want. But I don't think that's what you're looking for.
