My recommendation would be to identify a small set of use cases for your target audience based upon what they need to accomplish. Then create a one-page doc showing the use cases and steps, provide links to your Jira instance, and include the Atlassian provided user-guidance links.
You could create this guidance in Confluence (and send it to new people on your teams) so it is a living document that evolves over time, based upon needs.

Our team is growing so we adding new users to Jira and Confluence. As the Administrator for our site, I want to put together a simple document about how they can login and start learning and navigating thought Jira and Confluence.
