Welcome to community!
This seems to be purely administration issue.
The first thing you should do, is reach out to your Administrator to provide you access. If you have an IT Service Desk in your organization, you could reach out to them and raise a request and explain the issue you're having and how they can help out. They should be able to help you.

when he log-in by Safari browser,
but it's allowed access on Chrome browser.

@KevinLin , Can you share the screenshot of the error ?
You can ask them to clear browser cache on safari and try. Also, open safari in incognito mode and check if they still get the same error.

@KevinLin , Since its working fine in chrome. I suspect browser cache or cookies is causing the issue. So running in incognito should isolate this issue. So user able to login in incognito? Have you checked the user profile to make sure user is not disabled ? Usually to revoke access the users, they are moved to a group which does not have "Can use" permission in global permissions. So plese check if user was added to any such group.
