so I mirrored some page to another space in order to publish them via Scroll Documents. In order to translate them I need to export the .xlf files and then import them to a translation service. I noticed that the .xlf -file only includes the headline of a embedded page and not the linked page content. Is there a way to include this content in the .xlf-file as well?

What do you mean by 'mirror'? Reuse the page/content via page/excerpt include?
This can be a permission issue.
Typically, you would export your XLIFFs from the space where you do your Document management.
(you may be running a setup similar to mine but I'm not using localizations in Scroll Docs).
I reuse the page content from another space via page include. Ideally, I'd like to export the XLIFFs from the space with the included pages and not the other space with the original pages as they are continously being worked on. So do you mean that I need to export the XLIFF from the original page in the other space?

So, you have a space A and a space B.
Space B is your main content, here's where you have Scroll Docs. In space B, you are including a page from space A.
You are exporting XLIFFs from space B.
I would check if Scroll Docs/Translation have access to space A. Just as you cannot see an included page if you don't have access to the original space, an app has the same limits.
(BTW, it also applies to actual users - for example, I'm using a space synchronization app. Any user can use it... but the app will not sync the content if the user doesn't have permission in one of the spaces).

It's working now! Thank you for your help again. I found the issue. It had something to do with the created versions. I selected working version for the xliff export instead of a fixed version like v1 for example. With v1 the entire page content is included instead of just the headlines

In hindsight, it makes sense, a version is de-facto a snapshot of the content clearly intended for viewing.
