Is there a way in Confluence to set permissions for a user to edit existing pages but not add pages?

We have a space where each of several organizations should be able to edit its own pages but not add new ones or edit other organizations' pages.

I haven't figured out how to set it so they can't add pages.  I can manage the rest of it with page restrictions.

Any ideas, especially ideas that don't involve an add-on as it would take many months to complete the procurement process for those?

No.

Confluence's permission system works on either "you can create content, or not"

This means if a user has create/edit permission, they can create and update pages in that space. 

You can use restrictions to stop them editing pages, but the basic access is in the space permissions

Is there now a way to grant rights for editing pages, but NOT for creating new ones?

Yes, you should be able to restrict the space permissions to not allow users or groups to add new pages, and then update who can edit what with restrictions.

thank you for clarification.

Based on this information, I must agree with Nic Brough.

Users can only view pages (they can not edit or create new ones) or have permissions to view, edit, add new pages. 

The specific pages can be locked for specific users, and here you can set editing restrictions, see Page Restrictions.

So you can not set what you need in the confluence.

Hi Jessica,
if I understand it, every organization has its own space in which it can add and edit pages that are specific to a particular organization only.

In each space you can set access for other groups and restrictions directly on the pages see https://confluence.atlassian.com/doc/permissions-and-restrictions-139557.html

No, they're all in a single space.  But there seems to be no way to let people edit but not add pages.

What we are trying to do may not fit with the standard model of wiki usage, unfortunately.
