We are also testing a "Download" version of Confluence and the Adaptavist Community Bubbles plugin package is available. Can this free plugin be installed on our OnDemand site? If yes, how? If not, is there a plugin package already installed as default or one which could be installed? Or is there a TechDocument in our knowledge base, which could be used to help build a standard looking Forum i.e. Thread listing with user and user statics, Top Users, Current users, Post button etc....

Hi, this plugin isn't available for OnDemand. The list of available plugins is here https://confluence.atlassian.com/display/AOD/Atlassian+OnDemand+Plugin+Policy and that's all there will be.
