I want to force everyone that edits a document in a particular Confluence space to only publish with version comments. Is there a way to do this?

While, I understand your query, the confluence already have the feature of "publish with version comment" in edit mode and when clicked on ... (3 dots) beside close button.
Given at the moment, I don't think we can automate this option. So, kindly make it mandatory practice for people publishing content with "publish with version comment".
I agree. In the original page format, the comments box was visible before you published. I think that option needs to be available.
