Is it possible to have a Mouse hover over event on a field that will show other field values?

I want to show a popup message when the user hover over to the field. The popup message will have reference to other field values as a html page. 

1. Is there way to create a Mouse hover over event on a customized field?

2. Is there way to show a popup message with other field values?

Out of the box this functionality is not available. You will have to look in the marketplace for customfield plugins.
