I am in the beginning stages of researching a knowledge management solution and would like to find one that supports Knowledge Centered Service (KCS) and is V-6 certified. Is Confluence certified or considering securing this certification from the Consortium for Service Innovation?

While Confluence is not a verified tool of the KCS methodology it is still a great tool to leverage these types of continued knowledge centered support repositories. I have linked our 5 steps to knowledge-centered support (KCS®)so that you can see how Atlassian supports KCS as a process of continuous improvement.
I have also linked our Trust @ Atlassian which will be a great resource to see Atlassian's certification and compliance policies.

Thank you for your reply! I am familiar with Confluence and the knowledge capture capabilities, but I an having difficulty finding information on how I can implement the KCS licencing model (Candidate, Contributor and Publisher) as well as the article confidence attributes (WIP, Not Validated and Validated) that are integral to a successful KCS program. Can you point me to some documentation that would describe how to set these up?

Hey Libby,
Many people use an add-on called Comala Workflows to define states and work through them. The add-on comes with a few built-in workflows and also lets you create your own.
Additionally (as seen in this screenshot) you can set specific approvers for certain states. The status of each document is shown up at the top and you can even set visibility for drafts that haven't reached approval yet or mark them for follow-up if they become stale. It sounds like this may be useful to you!
