We use JIRA filters heavily in Confluence to help our teams with burn-up and Sprint Planning. While creating a new Confluence page for a project this morning, the Insert JIRA Issue/FIlter macro appears to only function during "Preview" mode. As soon as we Publish we get the image below. These macros still work on older pages.

It sounds like your application link is healthy, since the macros appear on old pages. If you have a reverse proxy, it would be worthwhile to test bypassing it temporarily from your computer:

Other hints may be gleaned from the <confluence_home>/logs/atlassian-confluence.log.
(The <confluence_home> directory is the path defined in the following file: <confluence_install>/confluence/WEB-INF/classes/confluence-init.properties)
Yet another way to gather information is to check for errors in the console or network tab in the Chrome dev tools (right click and choose Inspect to launch the dev tools).
