What is the preferred method of importing One Note items created by exporting them to Word into Confluence and making them editable documents ?

If it's for Confluence server platform, then OneNote file format is not available for importing directly into Confluence, you would have to export to Doc or Pdf to be able to import, there is a feature request for that https://jira.atlassian.com/browse/CONFSERVER-30883
If you just want to be able to edit documents as attachments on Confluence pages, then starting with version 6.11, we have a new "edit with" function that allows to edit attachments with local applications via companion app, see here for more info https://confluence.atlassian.com/doc/edit-files-170494553.html

Our add-on mailto.wiki - Send Emails to Confluence now also supports importing OneNote files via email. This feature is currently only available on Cloud. That way you can directly export your notes from OneNote to Confluence, without even needing to open Confluence.

For cloud users, Confluence allows importing word documents.
However, importing from OneNote is not supported. We have developed add-on which solves this problem: MS OneNote Importer for Confluence

Hello, I just tried the importer but it's not working properly. After I gave it the permissions it requested it shows and empty list of documents. Where is it trying to read the documents from?
